What it does
This bill would require the Director of the Bureau of Prisons (BOP) to evaluate existing drug-detection technology and, within 270 days of enactment, submit a strategy to Congress for scanning 100% of mail arriving at all federal correctional facilities for fentanyl and other synthetic drugs. The strategy would include a plan to provide inmates with digital copies of their mail within 24 hours of receipt and return clean physical mail within 30 days. The BOP Director would be required to fully implement the strategy within three years and submit annual progress reports to Congress.
