HR-249-119
Committee on Energy and Natural Resources Subcommittee on National Parks. Hearings held. With printed Hearing: S.Hrg. 119-238.
Sponsored by Frank Pallone (D-NJ)
What it does
This bill would rename the Great Falls Scenic Overlook Trail Bridge and Overlook Park at Paterson Great Falls National Historical Park in New Jersey as the "Bill Pascrell, Jr. Scenic Overlook Trail Bridge" and "Bill Pascrell, Jr. Overlook Park." It also directs that any federal law, map, regulation, or document referencing the old names be treated as referring to the new names.
Who benefits
The family and community members of the late Congressman Bill Pascrell Jr., and Paterson-area residents who supported the commemoration. No other group gains materially.
Who is hurt
No group is meaningfully affected. The renaming changes signage, maps, and federal records, not park operations, funding, or public access.
Supporters argue
Supporters argue this bill honors Congressman Pascrell's decades of public service to New Jersey, including his advocacy for the Paterson Great Falls National Historical Park's creation, and follows the long congressional custom of naming federal facilities after notable local figures. They contend it carries no cost and imposes no burden on park operations.
Opponents argue
Opponents argue that commemorative naming bills consume limited floor time and committee attention that could go toward substantive legislation, and that some prefer waiting longer after a public figure's death or tenure before attaching their name to federal property. They contend such recognition could alternatively be handled through state, local, or National Park Service administrative processes rather than federal statute.
Constitutional context
This bill raises no constitutional question beyond Congress's Article I, Section 8 authority to manage federal property, which includes National Park Service lands.
Checks and balances
Congress designates the new names by statute; the National Park Service implements the change administratively, with no new authority created for any branch.
Historical precedent
Congress has frequently passed similar bills renaming federal buildings, bridges, and park facilities to honor individuals, typically as noncontroversial, unanimous-consent measures.
