HR-3465-119
Referred to the Committee on Natural Resources, and in addition to the Committees on Education and Workforce, and Agriculture, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
Sponsored by Andrea Salinas (D-OR)
What it does
This bill would amend existing law to authorize the Departments of Agriculture and the Interior to run specialized training programs at Civilian Conservation Centers focused on forestry, wildland firefighting, and related fields. It would create pilot programs for career and technical education, housing renovation using trainees' labor, direct-hire authority for program graduates, signing bonuses, and annual hiring goals of 300 graduates per department, plus a required report to Congress on facility capacity.
Who benefits
Underserved youth enrolled in or graduating from Civilian Conservation Centers, who would gain access to specialized training, direct federal hiring pathways, and signing bonuses; the Forest Service and Interior Department, which would gain a pipeline of trained wildland firefighters amid chronic staffing shortages; rural communities near centers that could see housing stock improvements; and contractors or agencies relying on trained crews for forest and land management work.
Who is hurt
Private vocational and technical training providers that might compete with federally run programs for the same student pool; existing federal employees or contractors whose hiring processes could be bypassed by the new direct-hire authority, raising concerns among competing job applicants; and taxpayers who would bear the cost of facility upgrades, signing bonuses, and expanded staffing, though the bill does not specify appropriation amounts.
Supporters argue
Supporters argue that wildland firefighting agencies face persistent staffing shortages amid increasingly severe fire seasons, and that this bill builds a dedicated pipeline of trained, motivated workers from underserved youth populations who might otherwise lack access to these careers. They contend the direct-hire authority and signing bonuses address real recruitment bottlenecks, citing rural housing shortages as a specific barrier the bill's housing pilot directly targets.
Opponents argue
Opponents argue that bypassing standard competitive hiring procedures through direct-hire authority could reduce transparency and open the door to inconsistent qualification standards across agencies. They contend that using covered students to fulfill contract and grant obligations raises questions about labor protections and fair compensation, and that the bill authorizes new activities without specifying funding levels or offsets, leaving costs uncertain.
Constitutional context
Congress has broad authority under the Spending Clause and its power to manage federal lands and personnel to establish training and hiring programs within executive agencies; this bill raises no significant constitutional question beyond that established authority.
Checks and balances
Congress directs the executive branch (Agriculture and Interior Departments) to create and administer these programs, with reporting requirements back to congressional committees serving as an oversight check, but no independent judicial or legislative check is created over the direct-hire authority itself.
Historical precedent
This bill builds on the Job Corps Civilian Conservation Center model established under the Economic Opportunity Act framework and modified by the Workforce Innovation and Opportunity Act, extending similar residential training concepts to wildland firefighting.
