HR-4707-119
Motion to reconsider laid on the table Agreed to without objection.
Sponsored by Mariannette Miller-Meeks (R-IA)
What it does
This bill would officially designate the United States Postal Service facility at 1019 Avenue H in Fort Madison, Iowa, as the "Martin L. Graber Post Office." Any future references to this facility in official government documents, maps, regulations, or records would use the new name.
Who benefits
Martin L. Graber's family, friends, and associates who would see his name honored on a public facility. Residents of Fort Madison, Iowa who may have a connection to Graber. Local historical and civic organizations that value public commemoration of community members.
Who is hurt
There are no groups materially harmed by this bill. The U.S. Postal Service and relevant federal agencies would bear minor administrative costs to update official records, maps, and documents to reflect the new name.
Supporters argue
Supporters argue that naming post offices after local figures is a longstanding congressional tradition that honors community members who made meaningful contributions to their region. They contend that this designation recognizes Martin L. Graber's legacy and provides Fort Madison residents with a lasting public tribute at a facility central to daily civic life.
Opponents argue
Opponents argue that commemorative naming bills consume limited congressional floor time that could be devoted to more pressing legislative priorities. They contend that the process of vetting honorees lacks a consistent, transparent standard, which may result in uneven or politically motivated selections across the many such designations Congress approves each session.
Constitutional context
No significant constitutional issues are raised by this bill. Congress has clear authority to name and administer federal facilities, including postal buildings, under its enumerated powers. No provisions in this bill implicate active constitutional disputes.
Checks and balances
Congress gains the symbolic authority to designate the facility's name; the U.S. Postal Service, as the administering agency, would carry out the administrative updates, with no meaningful check required given the bill's narrow scope.
Historical precedent
Congress routinely passes post office naming bills; hundreds have been enacted across recent sessions with little controversy and a well-established procedural path through the House and Senate.
