HR-6247-119
Received in the Senate and Read twice and referred to the Committee on Homeland Security and Governmental Affairs.
Sponsored by Juan Ciscomani (R-AZ)
What it does
This bill would officially rename the U.S. Postal Service facility at 13355 North Lon Adams Road in Marana, Arizona as the "Mayor Ed Honea Memorial Post Office." It would also require that any future references to this facility in official government documents, maps, regulations, and records use the new name.
Who benefits
Residents of Marana, Arizona who wish to honor Mayor Ed Honea's legacy and public service. The Honea family and associates who would see a lasting public tribute. Local civic and community organizations in Marana. The broader Marana community, which gains a named landmark recognizing local leadership.
Who is hurt
Federal agencies and the U.S. Postal Service would bear minor administrative costs to update official records, maps, and documents to reflect the new name. Businesses or individuals with printed materials referencing the facility's current designation may need to update them, though this effect is minimal.
Supporters argue
Supporters argue that naming a post office after Mayor Ed Honea is a fitting and lasting tribute to his dedicated public service to the Marana community. They contend that such designations are a longstanding congressional tradition for honoring local leaders, carry no federal cost burden, and reflect the will of the community and its elected representatives.
Opponents argue
Opponents argue that Congress has limited floor time and legislative resources, and that commemorative naming bills consume both without addressing substantive policy needs. They contend that local recognition of public figures is more appropriately handled at the state or municipal level, and that the volume of such bills crowds out more consequential legislation.
Constitutional context
No significant constitutional issues are raised by this bill. Congress has broad authority to name and administer federal facilities, including U.S. Postal Service buildings, under its Article I powers. No active constitutional tension areas apply.
Checks and balances
Congress gains a narrow symbolic authority to designate the facility's name; no executive agency gains or loses substantive power, and no judicial review mechanism is implicated.
Historical precedent
Congress routinely passes post office naming bills; hundreds have been enacted across recent Congresses with little to no opposition, making this a well-established legislative practice.
