HR-6317-119
Motion to reconsider laid on the table Agreed to without objection.
Sponsored by Robert Wittman (R-VA)
What it does
This bill would officially designate the U.S. Postal Service facility at 12109 New Kent Highway in New Kent, Virginia, as the "Patricia Paige Post Office." Any future references to this facility in official government documents, maps, regulations, or records would use the new name.
Who benefits
Patricia Paige and her family, friends, and community members who wish to honor her legacy. Residents of New Kent, Virginia, who may feel a sense of local pride or historical recognition. Local historians and community organizations connected to her memory.
Who is hurt
No group is materially harmed. The U.S. Postal Service would bear minor administrative costs to update signage, maps, and official records reflecting the new name. Taxpayers bear those minimal costs indirectly.
Supporters argue
Supporters argue that naming post offices after community members is a longstanding congressional tradition that honors local figures who made meaningful contributions to their communities. They contend that this bill gives New Kent, Virginia residents a permanent, tangible recognition of Patricia Paige's legacy at a public institution central to daily community life.
Opponents argue
Opponents argue that Congress dedicates a disproportionate share of its limited floor time to post office naming bills — hundreds per Congress — at the expense of more substantive legislation. They contend that local commemorations could be handled through state or local government action, reserving federal legislative time for matters of broader national concern.
Constitutional context
No significant constitutional issue is present. Congress has clear authority to name and administer federal facilities, including postal facilities, under its enumerated powers over the postal system (Art. I, §8, cl. 7) and the Necessary and Proper Clause (Art. I, §8, cl. 18).
Checks and balances
Congress gains the purely symbolic authority to rename a federal postal facility; no branch gains or loses substantive power, and no meaningful check on this action is required.
Historical precedent
Congress routinely passes post office naming bills; hundreds have been enacted across recent Congresses with little controversy and near-unanimous support.
