HR-672-119
Received in the Senate and Read twice and referred to the Committee on Homeland Security and Governmental Affairs.
Sponsored by Mario Diaz-Balart (R-FL)
What it does
This bill would require the United States Postal Service (USPS) to designate a single, unique ZIP Code for each of eight named communities: Eastvale (CA), Scotland (CT), Cooper City (FL), Miami Lakes (FL), Ocoee (FL), Village of Estero (FL), Urbandale (IA), and Mills (WY). The USPS would have 270 days from enactment to complete these designations.
Who benefits
Residents and businesses in the eight named communities who currently share ZIP Codes with neighboring areas — unique ZIP Codes can improve mail delivery accuracy, emergency response routing, and community identity. Local governments in these communities may benefit from cleaner data for public services and census-related purposes. Real estate professionals and businesses operating in these areas may benefit from clearer geographic identification. E-commerce shippers and logistics companies routing deliveries to these areas could see improved accuracy.
Who is hurt
USPS, which would bear the administrative and operational costs of reassigning ZIP Codes, updating routing systems, and notifying affected parties — all within a 270-day deadline. Residents and businesses in the affected communities would need to update their mailing addresses, potentially causing short-term disruption. Neighboring communities whose current ZIP Codes overlap with these areas may experience boundary changes. Database vendors, mapping services, and address-verification software providers would need to update their systems.
Supporters argue
Supporters argue that communities incorporated or grown significantly in recent decades are often assigned shared or mismatched ZIP Codes that do not reflect their actual boundaries, causing chronic mail misdelivery, delayed emergency services, and inaccurate demographic data. They contend that unique ZIP Codes give these communities proper civic recognition and improve the reliability of address-based services — from package delivery to 911 dispatch — for hundreds of thousands of residents who currently lack that precision.
Opponents argue
Opponents argue that ZIP Code assignments are an operational matter properly handled by the USPS under its existing administrative authority, and that congressional mandates for specific communities set a precedent for legislating routine postal logistics. They contend that the 270-day deadline may be operationally unrealistic given USPS resource constraints, and that the costs of system-wide updates — borne by USPS, businesses, and residents — may outweigh the benefits of reassignment for relatively small communities.
Constitutional context
No significant constitutional issue is present. Congress has broad authority over the postal system under the Postal Clause (Art. I, §8, cl. 7), which grants Congress the power to establish post offices and post roads. Directing USPS to assign ZIP Codes falls squarely within this enumerated power.
Checks and balances
Congress gains direct authority over a specific USPS operational decision; USPS retains discretion over implementation details within the 270-day window, and no additional judicial or executive check is specified in the bill.
Historical precedent
Congress has previously passed legislation directing USPS to establish or modify ZIP Codes for specific communities, though such bills are relatively uncommon and typically handled administratively by USPS itself.
