HR-6808-119
Received in the Senate and Read twice and referred to the Committee on Homeland Security and Governmental Affairs.
Sponsored by Andrew Ogles (R-TN)
What it does
This bill would officially designate the United States Postal Service facility at 417 West 7th Street in Columbia, Tennessee, as the "Pharmacist's Mate First Class John Harlan Willis Post Office Building." It would require all future official references in laws, maps, regulations, and government documents to use the new name.
Who benefits
Residents of Columbia, Tennessee, who would have a local landmark honoring a hometown veteran. The Willis family and descendants who would see a public commemoration of his service. Veterans' groups and military history advocates who support recognition of Medal of Honor recipients. The broader Columbia, TN community, which may see local historical and civic value in the designation.
Who is hurt
There are no groups materially harmed by this bill. Federal agencies and the Postal Service would bear a minor administrative burden updating official references, maps, and documents to reflect the new name. Local businesses or individuals who use the facility's address in printed materials may need to update references, though the street address itself does not change.
Supporters argue
Supporters argue that John Harlan Willis, a Navy Pharmacist's Mate First Class from Columbia, Tennessee, earned the Medal of Honor for extraordinary heroism at Iwo Jima in 1945 — repeatedly exposing himself to enemy fire to treat wounded Marines before being killed in action. They contend that naming a federal building in his hometown is a fitting and lasting tribute that honors his sacrifice and preserves his legacy for future generations of Tennesseans.
Opponents argue
Opponents of such bills generally argue that Congress spends a disproportionate share of floor time on commemorative naming legislation — hundreds of such bills pass each Congress — at the expense of more substantive legislative work. They contend that while the honoree may be entirely deserving, the volume of post office naming bills reflects a pattern of using low-effort commemorative acts as a substitute for meaningful legislative productivity.
Constitutional context
No significant constitutional issues are raised by this bill. Congress has clear authority to name federal facilities under its broad powers over federal property. No provisions in the bill implicate contested constitutional doctrines.
Checks and balances
Congress exercises its authority over federal property by enacting the designation; the Postal Service, as a federal entity, is responsible for implementing the name change administratively. No new agency authority is created.
Historical precedent
Congress routinely passes post office naming bills honoring veterans and public figures; hundreds have been enacted across recent Congresses with little to no opposition.
