What it does
This bill would amend the Food, Agriculture, Conservation, and Trade Act of 1990 to add four new priority areas eligible for federal research and extension grants: (1) advanced mechanized harvesting technologies, with an emphasis on specialty crops; (2) agricultural applications of artificial intelligence, also with an emphasis on specialty crops; (3) invasive species management and eradication, including biocontrol methods, at land-grant colleges and universities; and (4) aquaculture methods for economically and ecologically valuable aquatic and marine species, also at land-grant institutions. The bill does not appropriate new funds — it expands the list of topics for which existing grant authority may be used.

Opponents may also argue that the bill's broad, permissive language ("may place emphasis") gives the Secretary wide discretion with little accountability for how funds are actually directed.
