HR-7809-119
Received in the Senate and Read twice and referred to the Committee on Homeland Security and Governmental Affairs.
Sponsored by David Taylor (R-OH)
What it does
This bill would officially designate the U.S. Postal Service facility at 201 East Grant Avenue in Georgetown, Ohio, as the "Ulysses S. Grant Post Office Building." It would require that all future references to this facility in federal laws, maps, regulations, and official documents use the new name.
Who benefits
Residents of Georgetown, Ohio, who may take civic pride in honoring a notable local figure. Visitors and tourists interested in Ulysses S. Grant's history, as Georgetown is his birthplace. Local businesses and historical organizations that may benefit from increased recognition of the area's connection to Grant. Historians and educators who value public commemoration of historical figures.
Who is hurt
No group faces a direct material harm. Federal agencies would bear a minor administrative burden updating official documents, maps, and records to reflect the new name. Local residents or groups who object to honoring Grant specifically would have no formal mechanism to prevent the designation.
Supporters argue
Supporters argue that Georgetown, Ohio, is the birthplace of Ulysses S. Grant — the 18th President of the United States and commanding general of the Union Army — and that naming the local post office in his honor is a fitting and low-cost way to recognize his historical significance. They contend that the bill has broad bipartisan support from the entire Ohio House delegation, reflecting a shared local and national interest in commemorating Grant's legacy.
Opponents argue
Opponents could argue that congressional floor time and resources spent on purely symbolic naming bills could be directed toward more substantive legislative priorities. They might also contend that individuals or groups with objections to honoring Grant — based on his record on specific historical issues — have no meaningful avenue to contest the designation once enacted, making the process insufficiently deliberative for a permanent federal designation.
Constitutional context
No significant constitutional issues are raised by this bill. Congress has clear and long-established authority to name and designate federal facilities, including postal buildings, under its general legislative powers. No provisions from the Commerce Clause, Takings Clause, or other contested doctrines are implicated.
Checks and balances
Congress gains the narrow authority to set the official name of this federal facility; the U.S. Postal Service, as the administering agency, would be responsible for updating signage and official records accordingly.
Historical precedent
Congress routinely passes post office naming bills; hundreds have been enacted across recent Congresses with little controversy, making this a well-established legislative practice.
