HR-8594-119
Referred to the House Committee on Financial Services.
Sponsored by Clay Fuller (R-GA)
What it does
This bill would award three Congressional Gold Medals — one to President Donald J. Trump, one to the U.S. Secret Service, and one to local law enforcement partners of the Secret Service — in recognition of their roles during three security incidents in 2024 and 2026. The Secretary of the Treasury would design and strike the medals, and the U.S. Mint Public Enterprise Fund would cover production costs. The Secretary may also strike and sell bronze duplicates at cost-recovery prices, with proceeds returned to the Mint Fund.
Who benefits
President Donald J. Trump, who would receive a gold medal for public display. U.S. Secret Service agents and the agency as an institution, which would receive a medal for its museum. Local and state law enforcement officers who participated in presidential protection details, recognized through a medal displayed at the National Law Enforcement Museum. Collectors and the public who may purchase bronze duplicate medals. The families of those affected by the referenced incidents, including the family of Corey Comperatore, who is named in the bill's findings.
Who is hurt
No group is directly harmed in a material sense. Taxpayers bear a nominal cost through the U.S. Mint Public Enterprise Fund, though bronze duplicate sales are designed to offset production expenses. Members of Congress or advocacy groups who oppose honoring the named recipients may object on political grounds but face no direct material harm. Other law enforcement agencies or individuals involved in presidential security not named in the bill receive no recognition.
Supporters argue
Supporters argue that the three incidents — the July 2024 Butler, Pennsylvania shooting, the September 2024 West Palm Beach thwarted attempt, and the April 2026 Washington Hilton incident — represent genuine, documented threats to a sitting president that were met with courage and professionalism. They contend that the Congressional Gold Medal exists precisely to honor extraordinary service to the nation, and that Secret Service agents and local law enforcement officers who risked their lives in these incidents meet that standard regardless of the political identity of the person they protected.
Opponents argue
Opponents argue that awarding a Congressional Gold Medal to a sitting president for surviving assassination attempts — rather than for a distinct public achievement — sets a novel and potentially self-serving precedent, as Congress would be honoring the very officeholder who holds significant influence over its members. They further contend that the bill's findings include politically charged language attributing the attacks to "violent political rhetoric," which embeds a contested causal claim into the legislative record and goes beyond the commemorative purpose of the medal.
Constitutional context
No significant constitutional issues are raised by this bill. Congress has broad authority to authorize commemorative medals under its enumerated powers, and the Congressional Gold Medal program is a long-established exercise of that authority. No provisions in the bill implicate the Fourth, Fifth, Sixth, or Eighth Amendment protections relevant to the criminal justice constitutional context.
Checks and balances
Congress retains full authority over the award; the Secretary of the Treasury executes medal design and production with no independent discretionary power over the honor itself. No branch gains new authority under this bill.
Historical precedent
Congress has awarded the Congressional Gold Medal to presidents posthumously (e.g., George Washington in 1776) and to law enforcement groups (e.g., Capitol Police officers after January 6, 2021), but awarding one to a sitting president for surviving an attack during his own term is without a clear direct precedent.
