What it does
This bill would officially rename the U.S. Postal Service facility at 86-014 Farrington Highway in Wai'anae, Hawai'i as the "U.S. Representative Colleen Hanabusa Post Office Building." It would also require that any future references to this facility in federal laws, maps, regulations, or documents use the new name.
Who benefits
The family, friends, and supporters of former U.S. Representative Colleen Hanabusa, who represented Hawai'i's 1st Congressional District. Residents of Wai'anae and the broader Hawai'i community who wish to honor her public service. Local historians and community organizations who value recognition of Hawaiian political figures.
Who is hurt
No group is materially harmed. Federal agencies and the U.S. Postal Service would bear minor administrative costs to update signage, maps, and official records to reflect the new name. Individuals or organizations who oppose the honoree or the practice of naming public buildings after living or recently serving politicians may object on principle.
Supporters argue
Supporters argue that Colleen Hanabusa served Hawai'i with distinction across multiple decades — as a state legislator, Speaker of the Hawai'i House of Representatives, and U.S. Representative — and that naming a post office in her home community of Wai'anae is a fitting tribute to that record of public service. They contend that such designations are a longstanding congressional tradition that honors local leaders and strengthens community identity at no meaningful cost to taxpayers.
Opponents argue
Opponents argue that naming public buildings after politicians — particularly those recently out of office — sets a precedent that can politicize federal infrastructure and may not reflect the views of all community members who use the facility. They contend that Congress's limited floor time is better spent on substantive legislation, and that local commemorative decisions could be left to state or municipal governments rather than consuming federal legislative resources.
Constitutional context
No significant constitutional issue is raised by this bill. Congress has clear authority over federal property, including U.S. Postal Service facilities, under Article I and its property clause powers. Commemorative naming bills of this type are routine and have not generated constitutional challenges.
Checks and balances
Congress exercises its authority over federal property by passing this designation; the U.S. Postal Service, an independent establishment of the executive branch, would carry out the administrative update to signage and records.
Historical precedent
Congress routinely passes post office naming bills; hundreds have been enacted across recent Congresses with bipartisan support and minimal debate.
