What it does
This bill would establish a 10-year EPA program to research and support methods for identifying and recovering critical materials (such as rare earth elements and other strategically important minerals) from contaminated sites, including Superfund sites. The EPA would be authorized to award contracts, cooperative agreements, and grants to private entities, state, local, and Tribal governments, and nonprofits. Total annual funding would be capped at $10 million, with no single recipient receiving more than $3 million, and the program would automatically terminate 10 years after enactment.
