HRES-1184-119
Referred to the House Committee on Agriculture.
Sponsored by Chrissy Houlahan (D-PA)
What it does
This resolution would formally express the House of Representatives' recognition of June 1 as National Mushroom Day. It would honor Pennsylvania's Chester and Berks Counties for their role in producing over 60% of U.S. mushrooms, and acknowledge mushrooms as part of a healthy diet. The resolution has no binding legal effect and creates no new law, program, or spending.
Who benefits
Mushroom farmers and farmworkers in Chester and Berks Counties, Pennsylvania, who receive formal congressional recognition. The broader Pennsylvania agricultural community gains visibility. Mushroom industry trade associations and advocacy groups may use the resolution for promotional purposes. Local elected officials and the bill's sponsors gain a platform to highlight a major regional industry.
Who is hurt
No group is materially harmed by this resolution. Competing agricultural regions not mentioned in the resolution receive no recognition, though this carries no practical consequence. There is a minor opportunity cost in congressional floor and committee time.
Supporters argue
Supporters argue that Chester and Berks Counties produce over 60% of the nation's mushrooms, employ nearly 10,000 workers, and contribute an estimated $2.7 billion to the local economy — making formal congressional recognition both warranted and overdue. They contend that highlighting mushrooms' nutritional profile and the industry's circular economy model serves a legitimate public interest in promoting domestic agriculture and healthy eating.
Opponents argue
Opponents argue that simple resolutions of this type consume limited congressional time and resources without producing any binding policy outcome, enforceable standard, or measurable public benefit. They contend that if the mushroom industry's economic contributions are as significant as the resolution states, the appropriate legislative response would be substantive agricultural policy — not a non-binding commemorative statement.
Constitutional context
No significant constitutional issues are raised by this resolution. Commemorative resolutions expressing the sense of the House are a well-established congressional practice that does not implicate enumerated powers, agency authority, or individual rights under the Constitution.
Checks and balances
Congress exercises its expressive function through this resolution; no branch gains or loses authority, and no executive agency is directed to act.
Historical precedent
Congress regularly passes commemorative resolutions honoring industries, regions, and awareness days — such resolutions are a routine feature of each congressional session and carry no binding legal effect.
