HRES-1202-119
Motion to reconsider laid on the table Agreed to without objection.
Sponsored by Pete Aguilar (D-CA)
What it does
This resolution elects Ms. Mejia to the House Committee on Homeland Security, placing her in rank immediately after Mr. Walkinshaw. It is a routine internal House administrative action that fills or adjusts a committee seat. It does not create law, appropriate funds, or change any policy.
Who benefits
Ms. Mejia gains a committee assignment, which provides her greater influence over homeland security legislation and oversight. Her constituents gain direct representation on the committee. The committee gains a member to fill its roster.
Who is hurt
No group is materially harmed. Members ranked below Ms. Mejia on the committee may see their relative seniority position affected, which could have minor procedural implications for subcommittee assignments or speaking order.
Supporters argue
Supporters argue that fully staffed committees are essential to the House's ability to conduct oversight and move legislation, and that this resolution ensures the Committee on Homeland Security has the membership needed to function effectively. They contend that timely committee assignments allow elected representatives to fulfill their constituents' mandate without delay.
Opponents argue
Opponents could argue that the specific ranking placement — immediately after Mr. Walkinshaw — affects the internal seniority order of the committee, which determines subcommittee assignments and procedural privileges. They might contend that the placement should reflect established norms of seniority or party caucus rules rather than leadership discretion.
Constitutional context
No significant constitutional issue is present. The Constitution grants each chamber the authority to determine its own rules and internal organization under Article I, Section 5, Clause 2. Committee assignments are a routine exercise of that self-governance authority.
Checks and balances
The House of Representatives gains no new external authority; this resolution is an internal organizational action. The full House votes on the resolution, which serves as the check on leadership's committee assignment decisions.
Historical precedent
The House routinely passes similar resolutions throughout each Congress to fill committee vacancies or adjust membership; such resolutions are a standard feature of House operations in every congressional session.
