HRES-1451-119
Referred to the House Committee on Foreign Affairs.
Sponsored by Joe Wilson (R-SC)
What it does
This resolution would express the sense of the House of Representatives that the Organization for Security and Cooperation in Europe Parliamentary Assembly (OSCE PA) should allow Charleston, South Carolina to host its 2027 annual session as previously planned. It is a non-binding resolution and would not appropriate funds, create law, or compel any action by the OSCE PA or the executive branch.
Who benefits
Charleston, South Carolina's hospitality and tourism industry — including hotels, restaurants, convention facilities, and local businesses — would benefit from the economic activity generated by hosting an international parliamentary assembly. South Carolina's broader economy and reputation as an international meeting destination would also benefit. The resolution also honors the legacy of the late Senator Lindsey Graham, which may benefit his family, constituents, and political allies who supported him. U.S. diplomatic interests in the OSCE process could benefit from renewed American engagement with the assembly.
Who is hurt
Other cities or countries that may have been considered as alternative host sites for the 2027 OSCE PA session could be disadvantaged if this resolution influences the OSCE PA's decision. Because the resolution is non-binding, there are no direct legal or financial burdens imposed on any party.
Supporters argue
Supporters argue that the United States has not hosted the OSCE PA annual session since 2005 — over two decades ago — and that bringing the meeting to Charleston would reaffirm American commitment to European security cooperation at a critical geopolitical moment. They contend that Charleston's world-class convention infrastructure makes it a logistically sound choice, and that honoring the late Senator Graham's legacy by hosting the event in his home state adds meaningful symbolic weight to U.S. engagement with the OSCE process.
Opponents argue
Opponents could argue that a non-binding House resolution is an ineffective and largely symbolic gesture that does not meaningfully advance U.S. foreign policy goals or guarantee Charleston's selection, since the OSCE PA — an independent international body — is not bound by congressional sense-of-the-House resolutions. They might further contend that using a foreign policy resolution to honor a domestic political figure risks the appearance of conflating U.S. diplomatic interests with parochial or commemorative purposes, potentially undermining the resolution's credibility with the international body it seeks to influence.
Constitutional context
No significant constitutional issue is raised by this resolution. Congress has broad authority over foreign commerce and international engagement under Article I, and sense-of-Congress resolutions expressing views on foreign policy matters are a well-established legislative practice. Because this resolution does not purport to direct executive action or override presidential recognition power, no conflict with Zivotofsky v. Kerry (2015) or other foreign policy separation-of-powers precedents is implicated.
Checks and balances
Congress expresses a non-binding preference; the executive branch retains full authority over U.S. diplomatic engagement with the OSCE PA, and the OSCE PA itself — as an independent international body — is not subject to congressional direction.
Historical precedent
Congress has routinely passed sense-of-the-House and sense-of-Congress resolutions expressing support for U.S. hosting of international events and diplomatic gatherings, though no single directly analogous precedent is on record.
