HRES-1482-119
Referred to the House Committee on Oversight and Government Reform.
Sponsored by Tim Moore (R-NC)
What it does
This resolution would have the House of Representatives formally recognize the 100th anniversary of American Legion Baseball and the American Legion World Series. It would also honor the city of Shelby, North Carolina, and Cleveland County for hosting the tournament permanently since 2011, and express appreciation to local volunteers, coaches, and residents. The resolution creates no new law, program, or funding.
Who benefits
The American Legion organization, its baseball program, and the city of Shelby and Cleveland County, North Carolina, which receive national recognition that could support local tourism and civic pride. Volunteers, coaches, and Shelby-area businesses tied to hosting the tournament may see modest reputational or promotional benefit.
Who is hurt
No group is materially or financially harmed by this resolution. Other cities or organizations seeking similar congressional recognition might view it as an opportunity cost of floor time, though this is a minor and indirect effect.
Supporters argue
Supporters argue that American Legion Baseball has shaped generations of young Americans through sportsmanship and connection to military service, producing 82 Hall of Famers, and that formally recognizing its centennial and Shelby's decade-plus role as permanent host is a fitting way to honor that legacy. They contend such resolutions cost nothing and appropriately spotlight community contributions that might otherwise go unnoticed nationally.
Opponents argue
Critics of commemorative resolutions generally argue that Congress spends floor time and committee resources on symbolic measures with no legislative effect, when that time could go toward substantive legislation. They contend that while honoring local institutions is not objectionable in itself, the volume of such resolutions raises questions about legislative prioritization rather than about this particular bill's content.
Constitutional context
This resolution raises no constitutional question beyond Congress's general authority to conduct its own proceedings and issue non-binding statements under Article I; it creates no enforceable rights or obligations.
Checks and balances
This is a simple House resolution expressing sentiment only; it does not shift authority between branches and carries no binding legal effect, so no meaningful check-and-balance question arises.
Historical precedent
Congress has regularly passed similar commemorative resolutions honoring amateur sports organizations and host communities, such as resolutions recognizing Little League World Series host cities.
