HRES-1495-119
Referred to the House Committee on House Administration.
Sponsored by Al Green (D-TX)
What it does
This resolution would have the House of Representatives formally acknowledge and honor the life and career of Congressman Sylvester Turner, recounting his service in the Texas House, as Houston's mayor, and in Congress. It creates no new law, funding, or policy changes.
Who benefits
The family, constituents, and community of Congressman Sylvester Turner, particularly residents of Houston's 18th Congressional District, who receive formal congressional recognition of his public service.
Who is hurt
No group is meaningfully affected. The resolution has no regulatory, fiscal, or legal effect on any individual or organization.
Supporters argue
Supporters argue that Congress has a long tradition of formally recognizing the service and legacy of its members, especially those who held significant public roles such as mayor of a major city and state legislative leader. They contend that honoring Turner's decades of public service, including his leadership through Hurricane Harvey and the COVID-19 pandemic, is a fitting tribute that costs nothing and unifies members across the aisle.
Opponents argue
Opponents of commemorative resolutions in general argue that floor time and committee resources could instead go toward substantive legislation addressing constituents' immediate needs. They contend that such tributes, while well-intentioned, are more appropriately handled through local or state-level recognitions rather than formal federal resolutions.
Constitutional context
This resolution raises no constitutional question beyond the House's Article I, Section 5 authority to determine its own proceedings, which includes adopting commemorative resolutions.
Checks and balances
The House exercises its own internal rulemaking authority to adopt this resolution; no other branch gains or loses power, and no external check is implicated.
