HRES-563-119
Referred to the House Committee on Oversight and Government Reform.
Sponsored by Wesley Hunt (R-TX)
What it does
This resolution would express the House of Representatives' support for designating July as "American Pride Month." It is a simple resolution (H. Res.), meaning it would not have the force of law, create any federal programs, or appropriate any funds. It would serve as a formal statement of the House's sentiment, recognizing historical figures, military veterans, civil rights leaders, and American achievements.
Who benefits
Veterans' organizations and military advocacy groups whose members are recognized in the resolution's text. History and civics education advocates who support increased emphasis on American history. Tourism and patriotic-themed businesses that may benefit from increased public attention to American heritage in July. Descendants of the historical figures named in the resolution.
Who is hurt
No group faces a direct material harm from a non-binding resolution. Groups who feel the resolution's framing of American history is selective or incomplete may object to the omission of certain historical events or figures. Organizations that already sponsor competing July observances may see symbolic competition for public attention.
Supporters argue
Supporters argue that a formal congressional expression of pride in American history reinforces civic identity and encourages teaching foundational history to younger generations. They contend the resolution is broadly inclusive, recognizing military veterans, civil rights leaders such as Rosa Parks and Harriet Tubman, women's rights pioneers like Susan B. Anthony, and diverse contributors to American life — making it a unifying rather than divisive statement.
Opponents argue
Opponents argue that the resolution's framing around "American exceptionalism" reflects a particular ideological interpretation of history rather than a neutral civic statement, and that Congress should not use its platform to endorse one school of historical thought over others. They contend that the selective list of figures and events, while broad, still omits significant chapters of American history, potentially presenting an incomplete picture that could influence how history is taught.
Constitutional context
No clear constitutional issue is raised by this resolution. Simple House resolutions expressing the sense of the chamber are a routine exercise of Congress's internal procedural authority and do not implicate enumerated powers, agency authority, or individual rights provisions.
Checks and balances
The House of Representatives expresses a non-binding sentiment; the resolution does not require Senate passage or presidential signature, and creates no enforceable authority in any branch.
Historical precedent
Congress regularly passes simple resolutions designating awareness months, such as H. Res. expressions of support for Black History Month, Women's History Month, and similar observances, none of which carry the force of law.
