HRES-609-119
Referred to the House Committee on Oversight and Government Reform.
Sponsored by Jefferson Van Drew (R-NJ)
What it does
This resolution would express the House of Representatives' support for designating August 2026 as "Veterans Appreciation Month." It is a simple resolution (H. Res.), meaning it does not carry the force of law, does not create any new programs or spending, and does not bind any other branch of government. It would serve solely as a formal statement of congressional sentiment honoring U.S. military veterans.
Who benefits
U.S. military veterans (approximately 18 million living veterans) who would receive formal symbolic recognition from the House. Veterans service organizations that advocate for public awareness of veterans' issues. The bill's sponsor and co-sponsors may benefit politically from association with a broadly popular cause.
Who is hurt
No group faces a direct material harm from this resolution. Taxpayers bear a negligible administrative cost associated with drafting, introducing, and processing the resolution. Some may argue that congressional floor and committee time spent on symbolic resolutions has an opportunity cost relative to substantive legislation.
Supporters argue
Supporters argue that the approximately 18 million living U.S. veterans have made extraordinary sacrifices — including combat service, separation from family, and lasting physical and mental health consequences — that warrant dedicated national recognition beyond existing holidays like Veterans Day. They contend that a month-long designation raises public awareness of pressing veterans' issues, such as VA healthcare backlogs and veteran suicide rates, which the resolution itself acknowledges as "pressing issues" requiring attention.
Opponents argue
Opponents argue that symbolic resolutions without accompanying funding, policy directives, or enforceable commitments do little to address the concrete challenges veterans face, such as documented VA healthcare wait times and a veteran suicide rate roughly 1.5 times that of the general population. They contend that congressional resources and floor time are finite, and that passing commemorative measures without substantive follow-through may substitute the appearance of action for actual legislative solutions to veterans' needs.
Constitutional context
No significant constitutional issue is raised by this resolution. Simple House resolutions expressing the sense of the chamber are a well-established congressional practice that does not implicate the Declare War Clause, Commander-in-Chief Clause, or any other defense-related constitutional provision.
Checks and balances
The House of Representatives expresses a symbolic position; because this is a simple resolution (H. Res.), it does not require Senate passage or presidential signature, and no other branch gains or loses any authority.
Historical precedent
Congress regularly passes similar commemorative and sense-of-the-House resolutions honoring veterans and military service, including prior designations of Veterans History Month and National Veterans Awareness Week.
