HRES-957-119
Referred to the House Committee on Armed Services.
Sponsored by Zachary Nunn (R-IA)
What it does
This resolution would honor Army Sergeants William Nathaniel Howard and Edgar Brian Torres-Tovar, Iowa Army National Guard members killed in a targeted attack in Palmyra, Syria on December 13, 2025. It expresses condolences to their families, praises responding personnel, condemns the attack, and requests that an enrolled copy be sent to both families.
Who benefits
The families and communities of Sergeant Howard and Sergeant Torres-Tovar, who receive formal congressional recognition of their loss, and the Iowa Army National Guard unit involved, whose service is publicly acknowledged.
Who is hurt
No group is meaningfully harmed by this resolution. It carries no funding, mandate, or regulatory effect on any other party.
Supporters argue
Supporters argue that formally honoring fallen service members provides meaningful public recognition for their families and communities and affirms Congress's respect for those killed in the line of duty. They contend such resolutions, while symbolic, serve an important role in acknowledging sacrifice and rallying constituent and national support for military families.
Opponents argue
Critics of commemorative resolutions generally argue that floor time and committee attention devoted to symbolic measures could instead go toward substantive legislation affecting military pay, benefits, or force protection. They contend that while well-intentioned, such resolutions carry no binding effect and may function more as a gesture than a meaningful policy response to the underlying attack.
Constitutional context
This resolution raises no constitutional question beyond Congress's general authority to adopt commemorative resolutions expressing the sense of the House.
Checks and balances
This resolution creates no new authority for any branch; it is an expression of congressional sentiment with no binding legal or operational effect.
