S-2394-119
Committee on Homeland Security and Governmental Affairs. Ordered to be reported without amendment favorably.
Sponsored by Ted Cruz (R-TX)
What it does
This bill would officially rename the United States Postal Service facility at 505 East 9th Avenue in Amarillo, Texas, as the "Mayor Jerry H. Hodge Post Office Building." It would also require that any future references to this facility in federal laws, maps, regulations, documents, or records use the new name.
Who benefits
Residents of Amarillo, Texas, who wish to honor Mayor Jerry H. Hodge's public service. The Hodge family and associates who would see his legacy formally recognized by the federal government. Local community organizations and civic groups connected to Mayor Hodge's tenure.
Who is hurt
Federal and local agencies may incur minor administrative costs to update signage, maps, and official records to reflect the new name. Businesses or individuals who use the facility's current designation in their own records may need to update their documents, though the practical burden is minimal.
Supporters argue
Supporters argue that renaming post offices is a longstanding congressional tradition for honoring distinguished public servants, and that Mayor Jerry H. Hodge's contributions to Amarillo merit formal federal recognition. They contend that such designations carry no fiscal cost to taxpayers and provide a lasting, tangible tribute to local leaders who have shaped their communities.
Opponents argue
Opponents argue that Congress has limited floor time and legislative bandwidth, and that dedicating that capacity to symbolic naming bills — of which hundreds are introduced each Congress — diverts attention from substantive policy work. They contend that local or state governments are better suited to handle commemorative honors without requiring an act of Congress.
Constitutional context
No significant constitutional issues are raised by this bill. Congress has clear authority over federal property, including postal facilities, under Article I and the Property Clause (Art. IV, §3, cl. 2). Commemorative naming bills of this type have never faced a constitutional challenge.
Checks and balances
Congress exercises its authority over federal property by passing this designation; the U.S. Postal Service, as the facility's operator, would implement the name change administratively with no meaningful check required.
Historical precedent
Congress routinely passes post office naming bills; hundreds have been enacted across recent Congresses with bipartisan support and little debate, making this a well-established legislative practice.
