S-4830-119
Committee on Homeland Security and Governmental Affairs. Ordered to be reported without amendment favorably.
Sponsored by Brian Schatz (D-HI)
What it does
This bill would officially rename the U.S. Postal Service facility at 86-014 Farrington Highway in Waianae, Hawaii, as the "United States Representative Colleen Hanabusa Post Office Building." All future references to this facility in federal laws, maps, regulations, and documents would use the new name. The bill makes no changes to postal operations, staffing, or funding.
Who benefits
Colleen Hanabusa, the former U.S. Representative being honored, and her family. Residents of Waianae, Hawaii who wish to see a local public figure commemorated. The broader Native Hawaiian and Hawaii community, as Hanabusa was a prominent political figure from the state. Sponsors Senators Schatz and Hirono, who gain a vehicle to honor a colleague.
Who is hurt
No group faces a direct material harm. There may be minor administrative costs for updating signage, maps, and official documents to reflect the new name, which would be borne by the U.S. Postal Service and, indirectly, taxpayers. Individuals or groups who object to honoring this particular figure have no formal mechanism to block the designation once enacted.
Supporters argue
Supporters argue that Colleen Hanabusa served Hawaii's 1st Congressional District with distinction, including roles on the House Armed Services and Natural Resources Committees, and that naming a post office in her district is a fitting and time-honored way to recognize public service. They contend that such designations strengthen community identity and acknowledge the contributions of local leaders to their constituents.
Opponents argue
Opponents argue that congressional time and floor resources spent on commemorative naming bills could be directed toward substantive legislation addressing the needs of Waianae residents, one of Hawaii's lower-income communities. They contend that post office namings, while symbolic, have become so routine that they dilute the meaning of the honor and represent a low-value use of the legislative process.
Constitutional context
No significant constitutional issues are raised by this bill. Congress has clear authority to name and administer federal property, including postal facilities, under Article I powers. No provisions in this bill implicate contested constitutional doctrines.
Checks and balances
Congress gains the authority to set the official name of this federal facility; the U.S. Postal Service, as the administering agency, would be responsible for implementing the name change in signage and records.
Historical precedent
Congress routinely passes post office naming bills; hundreds have been enacted across recent congressional sessions with little controversy and a well-established legislative process.
