S-5068-119
Read twice and referred to the Committee on Commerce, Science, and Transportation.

What it does
This bill would amend federal law to create a formal congressional nomination system for competitive appointments to the Coast Guard Academy, modeled after the systems already used for the Army, Navy, Air Force, and Merchant Marine Academies. Beginning with the 2029 academic year, it would allocate cadet positions among Members of Congress, the Vice President, territorial delegates, and the Coast Guard Commandant, and would require the Secretary of Homeland Security to establish a merit-based competitive selection system among nominees.
Who benefits
High school students and young adults seeking a Coast Guard Academy appointment who live in states or territories currently underrepresented in the admissions pipeline, as the congressional nomination system distributes access geographically. Members of Congress, who would gain a formal role in nominating constituents. Residents of U.S. territories (Guam, Virgin Islands, American Samoa, Northern Mariana Islands, Puerto Rico, and D.C.), who would receive dedicated nomination slots. Children of service members killed in action, those with 100% service-connected disabilities, or those in missing status, who receive reserved merit-based slots. Enlisted Coast Guard and Coast Guard Reserve members, who would have 20 dedicated nomination slots via the Commandant.
Who is hurt
Applicants who currently benefit from the Coast Guard Academy's existing fully competitive, nomination-free admissions process — particularly high-achieving students from states with large congressional delegations who may face more competition under a geographically proportional allocation. The Coast Guard Academy's admissions office, which would face new administrative requirements and coordination obligations with hundreds of congressional offices. Applicants from populous states may find fewer slots available relative to their share of the applicant pool compared to the current open-competition model.
Supporters argue
Supporters argue that the Coast Guard Academy is the only federal service academy that does not use a congressional nomination system, creating an inconsistency in how the nation's military academies are governed and how access is distributed. They contend that a geographically proportional nomination process would ensure that qualified candidates from every state and territory have a fair pathway to the Academy, rather than concentrating appointments among applicants from regions that happen to produce the highest test scores, and that reserved slots for children of fallen or disabled service members and enlisted personnel recognize military service and sacrifice.
Opponents argue
Opponents argue that the Coast Guard Academy's current fully merit-based, open-competition admissions model — the only one among federal service academies — produces a highly qualified officer corps without political intermediaries, and that introducing congressional nominations injects patronage and geographic politics into what is now a purely academic selection. They contend that the change could disadvantage the most qualified applicants from competitive states in favor of nominees from less-competitive pools, and that adding 230 congressionally allocated slots plus territorial and VP nominations may reduce the Academy's flexibility to admit the strongest class overall.
Constitutional context
No significant constitutional tension is present. Congress has clear authority under Article I, Section 8 to raise and support military forces and to regulate the armed services, which encompasses establishing admissions procedures for federal service academies. The Coast Guard falls under this authority. No active doctrinal disputes from the provided case law are directly implicated.
Checks and balances
Congress gains a formal nominating role in Coast Guard Academy admissions; the Secretary of Homeland Security retains appointment authority and must establish the competitive selection system, preserving executive branch control over final decisions.
Historical precedent
The congressional nomination systems for the U.S. Military Academy (West Point), U.S. Naval Academy, U.S. Air Force Academy, and U.S. Merchant Marine Academy have operated under similar statutory frameworks for decades, providing a direct structural precedent for this bill.
