What it does
This bill would amend Title IV of the Elementary and Secondary Education Act to require states receiving federal education grants to mandate that all local school districts adopt written anti-bullying and harassment policies. Those policies must specifically prohibit conduct based on a student's actual or perceived race, color, national origin, sex, sexual orientation, gender identity, disability, religion, and other characteristics. Districts would also be required to provide annual notice of prohibited conduct, establish complaint procedures, and publicly report annual data on bullying incidents. The Secretary of Education would conduct biennial evaluations and report findings to Congress.
