SCONRES-37-119
Motion to reconsider laid on the table Agreed to without objection.
Sponsored by John Thune (R-SD)
What it does
This concurrent resolution would authorize the use of the Capitol Rotunda on July 28, 2026, for a ceremony honoring the late Senator Lindsey O. Graham. Physical preparations for the event would be carried out under conditions set by the Architect of the Capitol. As a concurrent resolution, it does not carry the force of law and does not require the President's signature.
Who benefits
The Graham family, friends, and associates who would have a formal venue for a public tribute. South Carolina constituents and colleagues who wish to pay respects. Members of Congress who served alongside Senator Graham. The general public who may attend or observe the ceremony.
Who is hurt
No group is materially harmed. There may be minor, temporary inconvenience to Capitol visitors or staff due to logistical preparations on the day of the event. Other groups or individuals who may have sought use of the Rotunda on the same date would be displaced.
Supporters argue
Supporters argue that the Capitol Rotunda is the most fitting venue to honor a long-serving U.S. Senator, reflecting the dignity of the office and the nation's respect for public service. They contend that Congress has a longstanding tradition of using this space for tributes to distinguished members, and that authorizing this ceremony is a straightforward act of institutional respect.
Opponents argue
Opponents could argue that use of the Capitol Rotunda for tributes should be reserved for figures of the broadest national significance, and that extending the honor risks diluting its meaning over time. They might contend that alternative venues within the Capitol complex could serve the same purpose without occupying the nation's most prominent ceremonial space.
Constitutional context
No significant constitutional issue is raised by this bill. Congress has inherent authority over the use of its own facilities under the rules governing each chamber, and a concurrent resolution is a standard procedural mechanism for this type of administrative authorization.
Checks and balances
Congress retains authority over Capitol facilities; the Architect of the Capitol, an officer of the legislative branch, sets the physical conditions for the event, providing an internal administrative check.
Historical precedent
Congress has regularly passed concurrent resolutions authorizing Capitol Rotunda use for tributes to deceased members and other distinguished figures, including lying-in-state and lying-in-honor ceremonies for former presidents, members of Congress, and other public servants.
